In recent years, railroads have begun to sing the praises of public-private partnerships as a way to bridge the network capacity funding gap. Among the more prominent PPPs: the $1.5 billion Chicago Region Environmental and Transportation Efficiency (CREATE) Program. But with PPPs, you’re mingling funding from private companies, which are accustomed to making decisions that maximize their return, with funds from the public sector, and public officials make decisions based on constituents’ wishes. Finding the right funding balance is key to keeping the partners focused on the project’s short- and (often) long-term goals. Equally important is keeping the partners pulling in the same direction. On this panel, key PPP players provide updates on their respective projects. They’ll also discuss the hurdles they’ve cleared -- and the lessons learned -- along the way.
